Job Description

Halifax Public Libraries invites INTERNAL and EXTERNAL applications for the full-time, permanent position of Facilities Coordinator. The position is based at Halifax Central Library and Halifax North Memorial Public Library.

This is a unionized position. Preference will be given to internal applicants from the NSUPE Local 14 bargaining unit.

KEY RESPONSIBILITIES
Under the direction of the Director, Facilities with day-to-day guidance from the Central Management Team, the Facilities Coordinator will:  

  • Supervise the maintenance and building operations, cleaning contracts and Occupational Health and Safety of two library facilities.
  • Hire, train and coach maintenance staff with support from Senior HR Partner
  • Ensure terms of service contracts with HRM are met and service levels are achieved as outlined in the Service Level Agreement. 
  • Develop procedures for building operations, emergencies, cleaning and maintenance. 
  • Monitor building systems, identify upcoming service requirements and make recommendations for building maintenance and repair. 
  • Establish and maintain facilities-related records including Building Condition Assessments, Accessibility Audits, Fire Safety Plans
  • Supervise on-site contractors.
  • Conduct site inspections and monitor to ensure compliance with safety, regulatory, and environmental standards. 
  • Collaborate with HRM to create asset inventories and implement lifecycle replacement solutions.
  • Initiate and maintain relationships with internal and external departments and agencies for the purposes of building maintenance and repair. 
  • Complete small in-house repairs and assembly jobs (eg. Cover broken window, assemble new shelving unit)
  • Work with Director, Facilities; Service Design Manager, and Wellness Health and Safety Manager to create furniture and equipment standards and implement lifecycle replacement schedules
  • Monitor the branch budgets for equipment, maintenance, repairs, and cleaning. 
  • Establish, maintain, and perform follow-up on facilities-related records. 
  • Assist the Director, Facilities to plan and implement Capital Building projects for HPL.
  • Display and promotes positive safety behaviours and awareness at all times.
  • Show leadership by working to health and safety standards and encouraging colleagues to work to the same standards.

DO YOU HAVE WHAT IT TAKES? 
Education & Experience:
  • Bachelor’s degree plus 4 years of relevant experience in facilities and property management or building maintenance. 
  • An acceptable combination of education and experience will be considered
Specific Knowledge & Technical Experience requirements: 
  • Experience initiating and maintaining strong working relationships 
  • Expertise in building operations and mechanical systems 
  • Willingness to obtain WHMIS, Fall Protection and Aerial Lift training 
Assets: 
  • Related certifications such as Facilities Management Professional (FMP), Project Management Institute (PMP), and Certified Facilities Manager (CFM) 
  • Project Management experience 
  • Experience working with technologies that support building maintenance 
  • Ability to read and understand architectural, mechanical and or electrical drawings

  • Standing and walking 50% of the time
  • Lifting and moving of medium weight objects
  • Climbing ladders and utilizing aerial lift on regular basis
  • Deals with customer complaints
