Halifax Regional Municipality is inviting applications for the exciting opportunity of Project Manager (two permanent positions) with Facility Design & Construction. The Project Manager develops and executes numerous construction projects across HRM owned facilities that contribute to the vitality of our city and municipal operations. In this role, the Project Manager will have the opportunity to lead a range of dynamic projects from recapitalization of heritage buildings to new fire stations to major redevelopment of recreation facilities. Facility Design & Construction’s valued clients include Halifax Transit, Halifax Public Libraries, Parks and Recreation, Halifax Regional Fire and Emergency, Halifax Regional Police and Corporate Accommodations among others.
The ideal candidate will possess sound project management skills while demonstrating PMI standards, collaboration, fiscal responsibility, asset management principles, and a strong customer service orientation. Leading and partnering with diverse teams of internal and external stakeholders, the Project Manager will employ strong communication skills, exceptional planning abilities and agility when responding to and managing change. The Project Manager must demonstrate technical proficiency and HRM’s commitment to accessibility, inclusion, and energy efficiency.
DUTIES AND RESPONSIBILITIES
Management of concurrent projects typically reaching a cumulative value of $6 million dollars. Typical projects include new facility construction, interior renovations and building recapitalization.
Prepare Project Charters to manage projects and coordinate all of the various activities required to complete the projects on time, within budget, in accordance with the established scope of work, and to the customers’ satisfaction;
Ensure that all project components and activities meet local, provincial and/or federal codes and regulations;
Develop project work plans and schedules;
Prepare tender and RFP documents;
Prepare cost estimates and project budgets;
Direct and co-ordinate HRM employees and external consultants in the preparation of studies, designs, plans, specifications and cost estimates;
Direct and co-ordinate HRM employees and external contractors throughout construction;
Prepare technical reports, staff reports to HRM Council, liaise and consult with the general public, other government agencies, consultants, etc. as required in performance of the responsibilities of the position;
Implement Facility Design and Construction’s contract management and contractor assessment procedures and practices;
Utilize best practice purchasing procedures for request for proposals, tenders and other competitive selection procedures, and oversee the tendering process as required;
Proactively liaise with and report progress to customers to ensure that they are informed of project progress, and that all their concerns are being addressed and resolved to their satisfaction;
Provide performance feedback to Supervisors/Managers for HRM employees who are working directly or in-directly on the project team(s);
Ensure ongoing quality and workmanship of authorized trades, suppliers, contracts and internal HRM staff; reconcile project performance against plan at project completion, and conduct customer satisfaction assessments and follow up;
Manage Halifax Regional Municipality’s resources - financial, physical and human - effectively and efficiently and in a manner that supports high quality programs and services;
Promote a strong customer service orientation within the service area, monitor service performance, and ensure that high standards of customer service and satisfaction are achieved;
Ensure optimal customer relation by maintaining open and communications with customers;

Education and Experience:
Registered Professional Engineer or Licensed Architect in Canada (NS preferred) with experience in construction project management or an equivalent combination of post-secondary diploma/degree and construction project management experience.
PMP certification (PMI member) or willingness to obtain within one year
IDNS designation considered an asset
Thorough knowledge of project management/construction/renovation practices obtained in over five years’ progressively responsible field experience;
Experience preparing accurate cost estimates and developing and monitoring project budgets.
Technical / Job Specific Knowledge and Abilities:
Thorough knowledge of occupational health, safety and environmental regulations, building codes, recognized construction practices, and other applicable municipal, provincial and federal legislation;
General knowledge in a wide variety of building construction related disciplines including but not limited to an architectural, civil, structural, mechanical, HVAC, electrical;
Ability to lead and influence diverse work teams of internal and external stakeholders;
Ability to implement a Continuous Quality Improvement program.

SALARY: Non-Union, NU 08, $81,810 - $112,510 (salary to be commensurate with experience)
